Narciso Matos is a Senior Advisor with expertise in higher education, water and sanitation, and food security and nutrition. He is the Rector (Vice Chancellor) of Universidade Politécnica in Mozambique, where he oversees academic, administrative, financial, and cooperation programmes, managing 300 technical staff, 400 academic staff, and 6,000 students across five locations. Prior to this, Narciso served as CEO of the Foundation for Community Development, an NGO focused on empowering communities in Mozambique through education, health, water and sanitation, food security, and nutrition.
His extensive experience includes roles as Director of the International Development Program at the Carnegie Corporation, Secretary-General of the Association of African Universities, and Vice-Chancellor of Eduardo Mondlane University. Narciso has authored over 60 papers and book chapters on higher education and led several significant studies, including evaluations on TVET programmes in Mozambique, Kenya, and Eritrea.
He holds degrees from several institutions and is fluent in Portuguese, Ci-Ronga, English, and has proficiency in German, French, and Spanish.
